Why my new tank filter sizzling? ?

Why does it sound like the M TetraWhisper filter is sizzling when i put it in my tank? H2o has been conditioned & settled for a week. Starting a new cycle; this has never happened before! ... ~WeVe had our Betta for about a year now~
